Prop 47: Update Echelon's VIP Stage 4 Scoring

This proposal is submitted by the Initia Foundation on behalf of Echelon. Please see the following statement from the team below.

During the Stage 4 VIP scoring process, the Echelon team identified an inconsistency in our indexer led to an incorrect tracking of user rewards for certain positions. Thus, our protocol integrated contract improperly tracks deserved user rewards for this epoch, potentially leading to users not meeting their deserved maintenance point values to vest their positions.

To address this and ensure all user contributions are accurately captured, the team has deployed a new contract with all relevant scores re-uploaded and verified. There are no changes to the scoring policies or reward criteria.

We are submitting this as an expedited proposal in order to minimize delays in users receiving their rewards.
