Prop 409: Recover StaFiHub -> Carbon IBC client

This proposal substitutes a frozen IBC client (07-tendermint-34) for carbon chain (carbon-1) to newly created client (07-tendermint-87). This is required to resume IBC transfers between StaFiHub and Carbon.
