Prop 4: Proposal for the Transfer of Airdrop and Marketing Allocation

Simple Summary
This proposal enacts the airdrop and marketing allocation logic defined in HIP-2 by authorizing the initial movement of newly generated inflationary HP coins (5% of total inflation) to a designated wallet (hippo1q7c7ge4pp5l078wkslr0dnxuaxvcx36cwdq8v2).
## Abstract
This proposal authorizes the transfer of newly minted HP coins, up to block 632012, into a dedicated wallet (hippo1q7c7ge4pp5l078wkslr0dnxuaxvcx36cwdq8v2) designated for airdrop campaigns and marketing initiatives. As defined in [HIP-2: Mainnet Node & Validator Proposal], 5% of all newly minted HP coins from inflation are reserved for community expansion via airdrops and marketing. The coins will be moved to hippo1q7c7ge4pp5l078wkslr0dnxuaxvcx36cwdq8v2 on July 1, 2025.
## Motivation
Funding community expansion and awareness is vital for the network’s growth. This proposal prepares a transparent, dedicated reserve that will enable future community-approved airdrops and marketing initiatives to attract users and developers.
