Prop 1: Proposal for the Transfer of Hippo Data Node Reward Allocation

Simple Summary
This proposal enacts the node and validator reward allocation logic defined in HIP-2 by authorizing the initial movement of newly generated inflationary HP coins to a designated wallet (hippo1z4mhgfjt7d6zr2pecjzacz4xxa7aucz7nyajlp).
## Abstract
This proposal authorizes the transfer of newly minted HP coins, up to block 632012, into a dedicated wallet (hippo1z4mhgfjt7d6zr2pecjzacz4xxa7aucz7nyajlp) designated for node and validator rewards. According to [HIP-2: Mainnet Node & Validator Proposal], 80% of all newly minted HP coins from inflation are allocated to network participants—of which 90% is reserved for nodes. The coins will be moved to hippo1z4mhgfjt7d6zr2pecjzacz4xxa7aucz7nyajlp on July 1, 2025.
## Motivation
Allocating rewards to nodes and validators is a foundational element of Hippo Protocol’s decentralized infrastructure. This transfer establishes the initial operational treasury for future distributions, reinforces transparency, and upholds HIP-2’s tokenomics.
