Prop 45: Update Echelon's VIP Stage 3 Scoring #2

This proposal is submitted by the Initia Foundation on behalf of Echelon. Please see the following statement from the team below.

During the Stage 3 VIP scoring process, we identified that the contract improperly was scaled down in total rewards, potentially leading to users not meeting their deserved maintenance point values to vest their positions.

To address this and ensure all user contributions are accurately captured, the team has deployed a new contract with all relevant scores re-uploaded and verified. There are no changes to the scoring policies or reward criteria.

We are submitting this as an expedited proposal in order to minimize delays in users receiving their rewards.
