Prop 944: Monthly OSMO Taker Fee Burn: May 2025

This proposal actions the OSMO burn from taker fee collections from May 2nd 2025 - June 2nd 2025 as specified in Proposal 903 by sending the accumulated OSMO from the temporary Community Pool storage to the Null burn address.
