- Allow it to upload & instantiate the signed-off Channel Contracts v2 code-IDs

## Why it matters

- A single auditable multisig (4-of-5) keeps deployments fast yet secure
- Whitelisting for specific contracts stops rogue uploads while preserving governance oversight for other contracts
- Core Contributors have oversight on the contract and will be maintaining the same
