Prop 6: Recover Expired IBC Client 07-tendermint-7

The IBC client with ID 07-tendermint-7 on chain noble-1 has expired. This expiration disrupts IBC packet relaying between sidechain-1 and noble-1, affecting:

1.Cross-chain token transfers (e.g., USDC, sBTC, ...).

2.Interchain account (ICA) functionality.

3.Other IBC-dependent services (e.g., liquid staking).

To restore connectivity, we propose executing a MsgRecoverClient transaction to reset the client state using a trusted validator-signed header.
