Prop 5: Yieldmos Fee Coverage

Dear Planq Community, as we are all using Yieldmos quite excsessively and burning a lot of TX fees, we want to propose to reimburse Yieldmos for that. We are currently burning through 50-75 PLQ per week. So we propose to send him 3250 PLQ, which should cover Yieldmos for about a year.
