Prop 43: Reduce Swap Fees to 0.05% for all Smart Shielded Pools

This proposal reduces the swap fees for all smart shielded amm pools to 0.05% (Pool IDs: 1,2,3,5,6,7,8,9,10,11,12,13,14,15,16)
