Prop 11: Community Pool Spend: 3 M ARKEO for Liquidity & Incentives

This proposal requests 3 000 000 ARKEO from the community pool, to be sent to the dev-fund multisig and deployed as follows: 500 000 ARKEO to seed initial liquidity, and 2 500 000 ARKEO to fund liquidity incentives. We will communicate status within the community channels.
