Prop 38: Add $USDC IBC denomination to Host Zone

This proposal updates the fee abstraction module by configuring support for $USDC from the Noble chain. It sets the IBC denomination for native $USDC (ibc/2E3784...16A5), defines the IBC transfer channel (channel-1) and ICQ query channel (channel-14), and registers the Osmosis cross-chain swap address used for routing transactions involving Noble assets. Additionally, the proposal updates the Host Zone pool configuration to recognize the $USDC IBC denomination from Noble (ibc/F082B6...E349), linking it to pool ID 2444 for use in fee abstraction swaps. The status of the Host Zone is marked as UPDATED to reflect the activation of this configuration.
