Prop 38: Reduce Minimum Slippage to 0.05%

This proposal updates the AMM module's Minimum Slippage parameter from 0.10% to 0.05%. By lowering the floor on allowed slippage tolerance, end-users can place tighter trades with reduced likelihood of slippage-too-low rejections, improving UX for low-impact swaps.
