Prop 37: Enable EDEN rewards for BABY pool and reduce swap fee to 0.1%

This proposal aims to update the pool multiplier used for distributing rewards based on the proxy Total Value Locked (TVL) on Elys and enable EDEN rewards. The pool multipliers are a critical component in determining the allocation of rewards to liquidity providers. Also, it updates the swap fee parameter, reducing the swap fee from 0.2% to 0.1% to the BABY pool.
