Increase Community Tax

This proposal aims at reapplying the community tax change voted by the community in proposal 3. The change had to be reverted with a client update due to a misconfigured distribution in the aforementioned proposal which halted the chain.

By voting YES to this proposal the KiChain community agrees on the following :

• Increase the community tax from 4% to 10%
• Reduce the base propose reward accordingly to 86%
