Prop 8: Expedited Software Upgrade: Claim Fix v1.0.10

This expedited governance proposal addresses a critical issue in the claim module where airdrop timing was misconfigured. The chain will automatically halt at block height 252000 (expected between 05:00–06:00 UTC on April 20, 2025). Validators must upgrade to the latest master version of the Arkeo binary AFTER the block halt to resume consensus.
