Prop 34: Reduce Swap Fee to 0.1%

This is a proposal to update the swap fee parameter, reducing the swap fee from 0.2% to 0.1%. With the implementation of the 0.1% taker fee and token burn, this swap fee reduction would serve as an offset to maintain swap efficiency for users.
