Prop 287: Update Oracle Swap Tree (Osmosis Noble USDC)

Summary

This proposal seeks to optimize the Oracle swap tree for the Osmosis USDC protocol, improving the efficiency of swap routes for assets used in margin trading on the Nolus protocol. The key updates are as follows:

• Delist OM: We propose the removal of OM from the Oracle swap tree due to ongoing concerns about its liquidity and the absence of open positions. Notably, OM was removed from the Nolus dApp approximately six weeks ago, preventing new positions from being opened. Following a mass liquidation event that took place yesterday, there are now no active loans associated with OM long positions. Finalizing the delisting process at this stage is both timely and logical.
