Prop 37: [SIPS-035] Real Yield USD Cellar Incentives 3

This proposal is intended to authorize a one-time transfer of 1,000,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize Real Yield USD cellar depositors on Ethereum Mainnet.
