Prop 18: Passage Software Upgrade proposal - v2.5.0

Overview
This proposal details a software upgrade for the Passage blockchain that introduces a bonus airdrop round for StrangeClan NFT airdrop stakers and upgrades cosmwasm dependencies to their latest compatible versions.
### Bonus Airdrop Round
Eligibility Criteria: Only users who staked their full initial airdrop from December 29, 2023 to February 28, 2025 are eligible.
Staking Requirements per NFT:
- Town 1: 9,322 PASG
- Town 2: 4,661 PASG
Bonus Amount:
Eligible users will receive the following bonus airdrop:
- Town 1: 4,661 PASG per NFT
- Town 2: 2,331 PASG per NFT
Implementation Details:
- Update codebase to use \[email protected]\ and \[email protected]<br />- Add a software upgrade handler to:
- Modify the airdrop claim records to latest bonus eligible entries.
- Transfer funds from airdrop pool account (pasg1lel0s624jr9zsz4ml6yv9e5r4uzukfs7hwh22w) to claim module account
- Set claim criteria as the following:
- AirdropEnabled: true
- ClaimStartDate: "2025-04-24T16:30:00Z"
- DurationOfDecay: "1s"
- DurationUntilDecay: "1month"
