Prop 17: Update Multisig Owners for Team Wallets

Summary
This proposal is to update signers on team multisig wallets to enhance operational efficiency.

Multiple existing signers are inactive and no longer involved with the project, while some active team members currently lack the necessary access. To address this, the proposal suggests the following:

- Active Signers (to remain): Founder, CEO, CTO, CPO
- Inactive Signers (to be removed): former COO, former CFO, former advisor
- New Signers (to be added): Chief Comms Officer, Operations Admin

The proposed solution prevents the need for undelegation, which could negatively impact validators and network security. Alternative approaches would require the team to undelegate all tokens from the current wallets before transferring them to the newly created wallets.

If passed, this proposal will not execute the change immediately; it will take effect during the next chain upgrade (v2.5.0).
