Prop 915: Monthly OSMO Taker Fee Burn: March 2025

This proposal actions the OSMO burn from taker fee collections from March 5th 2025 - April 1st 2025 as specified in Proposal 903 by sending the accumulated OSMO from the temporary Community Pool storage to the Null burn address.
