Prop 31: Integration of CosmWasm on Elys Network

This proposal seeks to integrate permissioned limited CosmWasm support on Elys Network. This is necessary to be able to support various integrations, to include Skip.go (allowing the routing of swaps through Elys), and other ecosystem chains wishing to utilize Elys Network
