Prop 30: Enable EDEN rewards for OM Pool

This proposal enables EDEN rewards for the OM Pool. Proposal 29 updated the base incentives multiplier to 1. The maximum base APR is capped at 75%. As a result, liquidity providers for the pool can earn up to 75% APR through EDEN rewards, plus additional USDC rewards collected from fees in the pool.
