Prop 509: (Revised) Reactivate expired IBC client for Stargaze

The previous proposal (#504) failed to execute due to a misconfiguration of the 07-tendermint-296 client. This time, everything should work correctly. The IBC client 07-tendermint-268, used for Stargaze, has expired. This proposal aims to reactivate it using the state from 07-tendermint-297.
