Prop 227: Set `next_block_delay` to 400ms

Since v8.0 upgrade, next_block_delay can be used to adjust post-commit wait time (previously, TimeoutCommit) in a coordinated fashion. This proposal sets next_block_delay to 400ms. Forum Post
