Prop 909: Monthly OSMO Taker Fee Burn: February 2025

This proposal actions the OSMO burn from taker fee collections from February 15th 2025 - March 4th 2025 as specified in Proposal 903 by sending the accumulated OSMO from the temporary Community Pool storage to the Null burn address.
