In order to provide reliable IBC relaying the Althea L1 ibc relaying multisig (groups module group #2) will be using the 'feegrant' module to allow IBC relayers to pay ALTHEA fees from the multisig address rather than their own accounts. Using this feegrant results in a more open environment where new relayers can participate and no relayer is locked out due to lack of ALTHEA to pay fees.
This proposal if passed will send 5000 ALTHEA to the relayer multisig for the sole purpose of paying IBC relayer fees via feegrant. The multisig is a 5/9 made up of core Althea L1 validators and any active Althea L1 validator will be added to the feegrant list on request. We reasonably expect this round of relayer funding to last several months, if not a year.
