Prop 255: Migrate Ordered ICA Channels (Tenth Batch)

Summary

Currently, all new lease positions utilize unordered ICA channels by default, ensuring smoother operations. However, older positions still rely on ordered channels, which can pose challenges in the event of a timeout. This proposal aims to migrate these ordered channels to unordered channels.

With unordered channels, timeouts no longer result in channel closures. Instead, the system avoids the need for a recovery process involving the creation of new IBC channel pairs, as the existing unordered channel remains operational. This shift significantly enhances scalability by reducing the operational burden on relayers between the Nolus and its supported networks - Osmosis and Neutron.
