Prop 61: Revive Sentinelhub Client to Sifchain

This is a Proposal to Revive the Sentinelhub Client which expired in 2023. **The validator team has potentially discovered a way to revive IBC bridges that have been previously inaccessible. This will be the first test of that solution. Governance on Sifchain will pass in about 14 hours and if/when this passes, this will allow Blue Frens to move assets off of Sifchain. Also, if this works then we will have discovered a way to revive the SCRT-DVPN bridge and possibly others.
