Prop 60: Implement a 28-Day Unbonding Period for 7 Days to Support Asset Migration off Sifchain

In 2022, Sifchain stopped operations and trapped Sentinel Members and their funds on Sifchain by closing the IBC bridge back to Sentinel. We have discovered a way to reopen the bridge temporarily to help users recover trapped funds. This proposal is part of what is needed to reopen the bridge. The unbond time needs to be updated to its original time of 28 days for 7 days to allow the IBC bridge repair to occur. A proposal to change the unbond time back to 14 days will be submitted in 4 days if this proposal passes. A detailed plan with answers to many questions is available on commonwealth.
