Prop 157: PIP-115: Paloma Mainnet Upgrade to Paloma v2.4.2 to Refactor CosmWasm Handlers for Scheduling Jobs and Skyway Bridging to EVM.

This Paloma.v.4.2 release includes the refactoring of the Paloma Cosmwasm Handlers for automated scheduling of jobs as well as adding wasm handlers for the Paloma cross-chain Skyway Bridge to the Paloma EVMs.
