Prop 58: Mint 52.8M CHEQ for Dock Merger purposes

This proposal seeks the community response to the proposed minting of sufficient $CHEQ to accommodate the merge and subsequently burn any unclaimed $CHEQ once the migration/merge window is complete on March 15 2025.
