Prop 876: Whitelist Magma Vaults dev wallet to deploy automatic liquidity managment solution contracts

Magma Vaults are a fork of Charmfi Alpha Vaults, used to automatically manage liquidity positions in concentrated liquidity pools. We need our smart contract dev to be whitelisted so theyre able to store the vaults code.
