Prop 126: Adjust incentive rewards and staking incentives

This proposal redirects a portion of regular staking incentives to bKAVA liquid staking incentives, and revises protocol incentives to maintain sustainable incentivization. Additionally, this proposal adds wBTC (multichain) as an ERC-20 than can be used in the Cosmos co-chain. By voting yes, you are voting in favor of incentive adjustments. By voting no, you are voting against incentive adjustments.
