Prop 976: ~FIXED~ Recover expired IBC client for channel-341 to Bostrom

Revive channel-341 to bostrom by replacing expired 07-tendermint-764 client state to the state of client 07-tendermint-1328. This will restore channel-341 functionality. Please ignore prop 975 as it contains the typo in the description.
