Prop 46: Recover Shentu IBC Client on Osmosis

The subject IBC light-client 07-tendermint-9 on Shentu-2.2 for Osmosis-1 has expired. This proposal updates the expired client with the state of the newly created substitution client 07-tendermint-28.
