Prop 80: #80 Signaling proposal for new collateral: dATOM collateral for Inter Protocol Vaults

This is a signaling proposal to onboard dATOM as collateral for IST. dATOM is a liquid staked token (LST) of ATOM, issued by Drop. Positive outcome for this proposal would reflect the community's readiness and commitment to dedicating resources towards integrating dATOM as a collateral source for the issuance of IST.
