Prop 212: Enable ICA Host Messages

Summary

The Nolus base layer protocol currently has the Interchain Accounts (ICA) host module integrated, paving the way for other blockchain networks to establish Interchain Accounts and execute cross-chain actions on the Nolus chain. However, to unlock this potential fully, the ICA host module needs to be enabled with messages being whitelisted. This proposal seeks approval to activate the module, thereby allowing Nolus to receive and process messages from other chains, expanding interoperability and accessibility for protocols looking to leverage Nolus's features.
