Prop 848: Add Quote denoms to the permissioned list

With Proposal 819 pending implementation to remove the requirement of permissioned quote assets from Supercharged pool creation, this proposal would add a range of assets to the permission list in the interim.

This proposal does not overwrite the signal that the permission list should be removed entirely.
