Prop 681: Upload NAMI rebalancer contract v1.6

This proposal aims to upload a new version of the rebalancer contract. This will fix the current problem with fee calculation. The updated part of the code was partially reviewed by Zefiro (TG: @zefiro_axion) from Axion.
