Prop 39: Proposal to deploy White Whale Pool Contract

This proposal references proposal #32. With this proposal, we aim to upload our Pool Contract.  Please note: If you want the White Whale dApp deployed on Comdex, please vote “YES” in the referenced proposal and all other related proposals to White Whale.
