Prop 121: PIP-99: Paloma Protocol Upgrade to Paloma & Pigeon to v2.2.1

This is a software upgrade proposal for Paloma and Pigeon. We will upgrade the protocol and pigeon client of the tumbler network to v2.2.1. This release delivers bug fixes for Skway and new modules for Authz.
