Prop 159: Update Buyback Frequency (Osmosis stATOM)

Summary

Currently, NLS market buybacks using the revenue stream generated by the newly instantiated stATOM short market are scheduled to happen once every 7200 hours. This proposal aims to reduce that number to 12 hours, making it identical to the buyback configurations of the other markets on Nolus.
