Prop 431: Whitelist Neptune Developer Address for Wasm Upload

This proposal requests to whitelist the developer wallet [inj1tvsnagcv5j30ednnm53z5t2wq6htk0q5wtc7yh] for the Neptune Protocol team, enabling efficient deployment of smart contracts without requiring individual governance proposals for each deployment. Neptune's upcoming development phases, including the NEPT token, staking, governance, and yield vaults, will require multiple contracts, and whitelisting will avoid delays.

The Neptune Protocol team has a proven track record, contributing valuable tools to Injective and completing all KYC/KYB procedures. A Yes vote will streamline Neptune's development, while a No vote will maintain the current, slower process.
