Prop 48: Recover expired IBC client to Nibiru (cataclysm-1)

The existing IBC client (07-tendermint-106) to Nibiru (chain ID: cataclysm-1) has expired due to relay operator service outage. To unblock tokens, the client should be recovered via governance.
