Prop 45: Umee v4.0.1 Upgrade

This release is a patch which contains a fix to how we handle assets with lowercase symbols on the leverage module. Here is the relevant PR: https://github.com/umee-network/umee/pull/1800

Please note that validators will need to upgrade to v4.0.1 at the upgrade block in order to continue the chain.
No additional changes are required by validators for this upgrade.
