Prop 44: Oracle Parameter Update: Increase Reward Band

If successful, this will increase the oracle reward band around the weighted median to 1.

This proposal is meant to address issues we've seen for well-behaving validators who have consistently increasing miss counters. This proposal has already been operating on our canon-2 testnet successfully. No action is required by validators once this proposal passes.
