### Overview
We are excited to announce a proposed software upgrade (version v2) that aims to bring significant enhancements to the Quasar chain. This upgrade will involve moving from Cosmos SDK v45 to Cosmos SDK v47 and incorporating new modules, such as IBC-Wasm, to support future connections with Union. These changes are designed to boost our chain's functionality and meet the evolving needs of the Quasar ecosystem.

- Upgrade from SDK v45.16 to SDK v47.12
- CosmWasm upgrade from v0.31 to v0.44
- Transition from Tendermint to CometBFT v37.6
- WasmVM upgrade from v1.2.6 to v1.5.2
- IBC-Go upgrade from v4.4.2 to IBC-Go v7.4.0
- Shift from Strangelove-Ventures Async-ICQ v4.4.3 to IBC-Apps Async-ICQ v7.1.1

- By voting YES, you agree to upgrade the chain to v2.
- By voting NO, you disagree to upgrade the chain to v2.
- By voting ABSTAIN, you express no opinion on the matter.
- A NoWithVeto vote indicates a proposal either (1) is deemed to be spam, i.e., irrelevant to Quasar, (2) disproportionately infringes on minority interests, or (3) violates or encourages violation of the rules of engagement as currently set out by Quasar governance.
