Prop 94: Incentivize CMST pool on Osmosis.

Summary:
This is an on-chain proposal to add CMDX incentives to the stableswap pool on Osmosis. The CMST/IST/DAI Pool will be incentivized by Comdex and Agoric, with Maker comarketing. We opened the discussion to the community on our forum to add liquidity incentives on Osmosis by allocating 13,333$ worth of CMDX, which is ~121,200 CMDX, at CMDX price of 0.11$ to be distributed as per the model for liquidity rewards. The incentives will run for 30 days.
The pools would be incentivized as per the discussion on the forum.
